Since the partition of Palestine, there has been a lot of conflicts between the two nations and is continuing till date. The Arabs found it difficult to accept that their land would be shared by someone else and Jews thought it to be their traditional land. Wars happened and Jews won and the independent state of Israel was formed. According to the UN Resolution 181, Arabs who are living in the Jewish state and the Jews living in the Arab state would be eligible to vote in the elections to the Constituent Assembly of that State if they have signed a notice of intention to opt for the citizenship of that other state ("A/RES/181(II) of 29 November 1947", 1947).
